EQUIPMENT POLE BUILDING DESIGN / BUILD PROJECT

ADVERTISEMENT FOR BIDS

Sealed bids labeled “Township Building Construction Project” and the name of the contractor on the exterior of the envelope will be received by mail or hand delivery at the Reade Township Office located at 1032 Skyline Drive, Blandburg, PA 16619, until 1:00PM. Prevailing Time on Monday, April 11, 2022 at which time bids will be publicly opened and read aloud for the following Project.

A mandatory Pre-Bid Conference will be held on Wednesday March 30, 2022 at 1:00PM, at 1032 Skyline Drive, Blandburg, PA 16619. A site tour of the parcel for the building construction will be conducted as part of the Pre-Bid Conference. All contractors intending to submit bids shall contact the Township to be listed as a bidder in order to ensure receipt of subsequent documents related to the bidding process.

Work to be completed as part of the Project shall include all materials, equipment, supplies, design, permits, approvals, and labor necessary for the following items:

Construction of one (1) pole building measuring 64 feet by128 feet by 16 feet high measured from the floor of the building to the bottom of the roof trusses. The pole building shall include a 29 gauge painted metal roof, shall be enclosed on four sides with 29 gauge painted metal siding, shall include one outside entry man-door on the short side of the building, shall have four (4) 14 x 14 ft overhead garage doors along the long sides of the building and one (1) 14 ft x 14 ft overhead garage door along the short side of the building (opposite of the man door). An alternate bid on an office addition measuring 30 feet by 40 feet by 10 feet high measured from the floor of the building to the bottom of the roof trusses. The office addition shall include 29 gauge painted metal roof, shall be enclosed on 3 sides and share a common side with the larger pole building, with 29 gauge painted metal siding, shall include three (3) 36×48 windows and one (1) 72” by 80” entrance door. Contractor is responsible to prepare building plans and specifications for the pole building for review and approval by Reade Township prior to submitting the plans to review agencies. Building Plans and supporting documentation shall be submitted to Laurel Municipal Inspection Agency for review, approval and issuance of the building permit. Contractor shall be responsible for any/all other permits or approvals for the construction of the building.

All work on this project shall conform to applicable codes and standards governing the various items of work and shall represent sound construction methods and materials in accordance with industry standards. Reade Township reserves the right to accept or reject any material or construction method proposed for the project.

Project documents, including site location, building dimensions, material requirements, etc., are on file at the Reade Township Office, 1032 Skyline Drive, Blandburg, PA 16619. Bidders must obtain the project documents to be eligible to submit a bid for this project. The Contractor shall have sufficient Liability Insurance to complete the proposed project and shall be licensed with the Commonwealth of Pennsylvania. The contractor shall be required to comply with the Pennsylvania Department of Labor and Industry Prevailing Wage Act, as amended, and execute documents satisfactory to the Township. In addition, the project is subject to the Steel Products Procurement Act, the Reciprocal Limitations Act, the Trade Practices Act, the Pennsylvania Human Relations Act and the Americans with Disabilities Act. Contractors must submit a Non-Collusion Affidavit with the Bid.

Bids must be accompanied by a bid security in the amount of 10% of the Base Bid with the Township as the payee or oblige by a certified check, banker’s check, letter of credit or bid bond in the required form by a corporate surety authorized to do business in the Commonwealth of Pennsylvania and acceptable to the Township.

The successful bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds in an amount equal to one hundred (100%) percent of the contract price and is also required to furnish a Qualification Statement. A maintenance bond in the amount of 10% of the project cost for a period of one year will also be required at the completion of the project.

Reade Township reserves the right to accept or reject any or all bids. Reade Township shall award the contract or reject all bids within 90 days following the date of the bid opening at a public board meeting. No bidder may withdraw its bid before the expiration of the 90 day period. The successful Bidder(s) will be required to fully complete all work by October 28, 2022. Reade Township reserves the right to waive any informality and to reject any or all bids.
