A fourth alarm was stuck to rotate firefighters and give them breaks, Burke said. The cause has not been determined, but it is believed the fire started in the duct system. Boston police said there were multiple street closures near 1 Congress St. and people should seek alternate routes and avoid the area.On June 24, fire broke out on the 20th floor of the same 43-story high building. “We are concerned. There was another fire in the same building a month ago. That was a four-alarm fire, this is a four-alarm fire, but we will have inspectors take a look inside,” Burke said.
