The credit union’s board approved the short-term loans in order to pay a subcontractor, United Disposal, $35,000 to clear the property and meet a city deadline. The seven loans were made to Whitaker and three of his relatives, the church, contractor Kevin Blount and Blount’s defunct company, Valor Contracting.
