All the plans North East Lincolnshire Council say it will deliver in the next year

North East Lincolnshire Council has set out a number of pledges they say they will deliver within the next year.

The council has set out a list of targets to achieve within a whole range of sectors including Economy & Growth, Leisure & Tourism, Children and Families, Adult Services, Public Health and Environment & Regulatory Services.

The milestones will be discussed at the next Cabinet meeting on Wednesday, February 16 at 5pm.

Here is everything that North East Lincolnshire Council say they will achieve by February 2023.

Economy & Growth, Leisure & Tourism

North East Lincolnshire Council say that within 12 months:

• All Towns Fund project business cases will have been completed
• Riverhead Square Phase 2 works will have commenced
• The Grimsby Town Centre Masterplan will have been through its first review
• The Grimsby Creates programme will be delivered
• Subject to funding, the Onside Youth Zone will be under construction
• Significant progress will be made on the Council owned housing sites and a start date for construction on site will be established
• A Skills Action Plan will have been developed
• A Bus Improvement Plan aimed at increasing the attractiveness of the bus as an option for travel to encourage sustainable accessibility will be adopted
• LTP would have been delivered on time and on budget for the financial year
• More people will be encouraged to walk and cycle for work and leisure
• The Future High Streets Fund project will be contractually committed and subject to planning and tender, early works will have commenced
• Freeports seed capital business cases will have been submitted and decisions expected to have been made
• Construction at Novartis Ings, the second ecological mitigation site on the South Bank of the Humber, will be substantially advanced
• Subject to negotiation, further site occupiers will have been identified at Pioneer Business Park and building designs will be advanced
• The Cleethorpes Masterplan will be complete and priority projects identified
• A proposal for a Destination Management Organisation will be advanced

Children and Families

North East Lincolnshire Council say that within one to two years:

• An embedded partnership model with all stakeholders will provide good quality education to children and young people
• Plans for employability and skills, inclusion and attainment will deliver positive outcomes for all children
• Statutory social care services will be improved to ensure that they are providing a good standard of provision for children and young people
• Work to reduce and manage demand into statutory services and only intervene in family life when appropriate threshold is evidenced
• They will have reviewed all their accommodation for children and young people and in the next 12-18 months, they will continue to increase their local foster carers and ensure they have the right homes for the children they care for
• The newly established Early Help Strategic Board of multi-agency partners and wider community services will continue to ensure that children and families have a range of services and support to draw on in the community to prevent the need for Children’s Social Care
• A wide range of services and training programmes will ensure that everybody who lives, works and attends school in North East Lincolnshire can identify risks for children in the community
• They will play a lead role within the Safeguarding Children partnership, enabling a joined-up approach to tackling domestic abuse through a range of services delivered by multiple agencies
• Children, young people, and their parents/carers will have access to information, advice and guidance to manage their health and wellbeing by ensuring information is available through health clinics, GP surgeries and health professionals
• They will continue to work with all partners, and schools to ensure that children and young people have access to mental health support in school
• Their work with Barnardos will ensure that this year they are trained and supported across all services to understand the impact of trauma and can work with children to manage their adverse early life experiences
• They will continue to work to ensure they are the employer of choice for a range of skilled and professional staff

Adult Services

North East Lincolnshire Council say that within 12 months:

• A business case will be created for their supported living plus model
• Plans will be submitted for their extra care housing scheme at Davenport Drive
• User research will be concluded to inform the next stages of their day opportunities and community transport review

Public Health

North East Lincolnshire Council say that within 12 months:

• The North East Lincolnshire Test and Trace service and assertive approach to vaccinations should ensure they can control Covid-19 much better and that cases and outbreaks should not cause the disruption witnessed in 2020 and 2021
• They will respond to the secondary impacts of Covid-19 and other challenges that may emerge due to economic and social factors
• Their alcohol, wellbeing, tobacco and weight management service will be broadened and modernised
• They will work closely with the new NHS structures in North East Lincolnshire to ensure that a consistent approach to support people to improve their lives and maintain their health will be followed

Environment & Regulatory Services

North East Lincolnshire Council say that within one to two years:

• The expansion of the port health service will be completed, creating a modern and flexible service located in a new modern Border Control Post, able to respond to the increased trade pressures following Brexit
• A £3 million public de-carbonisation scheme will be completed
• Operational pet cremation service will be in place
• An approved carbon road map will be in place
• An approved Natural Asset Plan will be in place

• There will be a Revised Cleethorpes Habitat Management Plan, supported by Natural England

• The Smart Energy Programme will be completed

• Operational delivery of an integrated Resort Management Approach in Cleethorpes, including a modern and responsive tourist information offer

• Kerbside recycling change will be in place along with a bring to site review and litter bin improvements

• Enhanced understanding of requirement for future kerbside food waste collection offer

• Recommendations from Scrutiny Enforcement Review to create more responsive and cohesive enforcement offer will be implemented
